But I'm wondering: why is the administration charging the owner then? Wouldn't it be more practical to include this cost item in the home tax (a tax that you pay every year for living somewhere on January 1st, whether you own the place or rent it)? All those taxes are so confusing...we are getting acquainted with them little by little.
